Transitional Shelter Project for Earthquake Survivors in Kunar

  • In response to the devastating 6.3 magnitude earthquake that struck Kunar Province on 31 August 2025, SAFE Organization implemented an emergency transitional shelter intervention in Shtraval Village, Nurgal District. The earthquake caused widespread destruction, leaving thousands of families homeless and exposed to harsh winter conditions.

To address urgent shelter needs, SAFE successfully constructed 30 transitional shelters for households whose homes were completely destroyed. The project was implemented between 1–30 November 2025, providing vulnerable families with safe, dignified, and weather-resistant housing solutions.

    Innovative Shelter Design

This initiative introduced a rapidly deployable shelter model developed by PAI Engineering, designed to withstand wind, rain, and snow while offering a lifespan of up to 10 years with proper maintenance. Each unit can be assembled within 1–2 hours, making it highly suitable for emergency contexts.

    Community Engagement and Coordination

The project emphasized strong community participation, ensuring local ownership and sustainability. SAFE worked in close coordination with government authorities and humanitarian partners, including:

    • Global ISFAN (Donor)

    • Afghanistan National Disaster Management Authority (ANDMA)

    • Department of Economy (DoE)

    • UN-ESNFI Cluster

    • Local District Leadership and Community Members

    Monitoring and Quality Assurance

Implementation was closely monitored through regular field inspections and digital data collection using the Kobo Toolbox platform. Feedback from beneficiaries and local stakeholders confirmed high satisfaction with both the quality and impact of the shelters.

    Key Achievements

    • 30 transitional shelters completed on time by 30 November 2025

    • Improved protection and safety for earthquake-affected families

    • Strengthened collaboration with national and international partners

    • Successful piloting of an innovative shelter model for future scale-up

    Looking Ahead

SAFE Organization remains committed to supporting disaster-affected communities across Afghanistan. Lessons learned from this project will guide future shelter responses, including design enhancements and expanded rapid-deployment capacity.
